With timelines making it more confusing, it has been identified as the DC universe’s Chicago but has been said to be DC universe’s Seattle or close to Seattle as Oliver once moved to Seattle, which may prove that it’s at least in the same state. But current timelines show Starling city to be North of San Francisco.

To honor him, in Season 4 it was revealed that they changed “Starling City” to “Star City”. It is Star city now. Just like Oliver Queen was Green Arrow in comics but in the show, he was first “The hood” then the “Arrow” and now in season 4 finally the “Green Arrow”.
